EU Food-Contact Material Change Impact

An internal, read-only probe that watches public official European Commission, EUR-Lex and EFSA sources, preserves regulatory stage, and matches material/process watchlist terms against a small 2026 backfill.

Boundary: Does not make compliance determinations, submit dossiers, contact regulators, or send outreach. Network behavior is GET-only against configured public sources.

Commands

./run.sh events — list seeded events.
./run.sh match 'PET, RECYC329, 2026/245' — literal match against watchlist terms.
./run.sh watch — downloads configured pages, reports byte counts and SHA-256 fingerprints for change detection.

Backfill evidence

Seed events include Commission Regulation (EU) 2026/245 (2 Feb 2026) amending Annex I of Regulation (EU) No 10/2011, plus EFSA recycling-process opinions for KREYENBORG IR Clean+ (RECYC329) and Gneuss 5. URLs stored per event.

Verification

Run python3 -m unittest discover -s tests -v. watch mode records HTTP/network errors per source and continues; a blocked source does not halt the probe.
